Above-the-line- the expenses that are associated with getting the movie made such as director, cast, producers, script.  In major studio films these expenses are higher than the below-the-line expenses.
Literally "above the line" on the budget sheet.

Below-the-line- the expenses that are associated with the physical production such as set construction, permits, location, etc.
Literally "below the line" on the budget sheet.
